The law on the free port of Vladivostok (porto franco) came into force on the 12th October, 2015.
Firstly, for foreign tourists it means visa-free entry to Vladivostok for 8 days! Tourists can get free e-visa online in advance. Foreign tourists get the access to a simplified visa regime since 1 July 2016. E-visa is made through the Internet: the applicant fill out an online questionnaire. The visa fee is not paid.
But visitors who enter Russia from Vladivostok will not be allowed to leave the territorial limits of the zone.
Note that a simplified visa regime will be introduced in Vladivostok at least with a six-month delay. Originally it was planned to introduce this innovation by January 1, 2016. Difficulties at the customs, border guard and tax services have arisen due to the lack of the legal framework and the unavailability of infrastructure.
