The Ministry of Transport proposed to exclude the cost of luggage from the air carriage fare. These amendments were made to Articles 103 and 106 of the Air Code of the Russian Federation.

"The contract of air carriage of passengers must not necessarily include the condition of luggage transportation within the established norm of luggage transportation without additional charge", - as is stated in the document. According to the opinion of the Ministry of Transport, it will help the airlines to reduce air carriage fares by reducing their own expenses. This bill approaches the prospect of creating a budget airline in Russia.
